Luiz Barroso is an energy expert, mathematician and inspiring keynote speaker.
He has 24 years of experience in the energy industry, including in energy planning, economics, pricing, operation, risk management, energy transition and market design in over 30 countries across the Americas, Europe and Asia.
Currently, Luiz is CEO of PSR Energy Consulting and Analytics and was formerly the head of the Brazilian Energy Planning Agency. Recently, he has been appointed as Clean Energy Advisor to President Lula of Brazil.
Luiz has provided consulting services for private and public investors, lenders governments and regulators on a wide variety of topics in the electricity and gas markets.
He has been voted one of 100 the most influential people in the Brazilian energy industry three times.
Luiz Barroso has a BSc in Mathematics and MSc and DSc degrees in Operations Research (optimisation), with an emphasis on power systems economics.
Early in his career, Luiz worked with various energy companies and institutions, gaining extensive experience in energy market analysis and policy development. Luiz has provided consulting services for private and public investors, lenders, governments and regulators on various topics in the electricity and gas markets.
Since January 2019, he has chaired PSR Energy Consulting and Analytics- a BTG Pactual bank-owned firm – and is a partner of BTG Pactual, the largest investment bank in Latin America.
Luiz regularly conducts research and development activities in the energy industry. He has authored a book and more than 200 technical papers in peer-reviewed journals and local/international conferences on topics related to competitive energy markets.
He has chaired the Brazilian C5 committee of Cigré, is a Senior Member of the IEEE Power and Energy Society (PES), was an editor of the IEEE Transactions on Smart Grids, and is an editor of the IEEE Transactions on Power Systems. He is also a member of the IEEE PES Distinguished Lecturer Program and lectures at the Florence School of Regulation. Luiz is the past chair of the IEEE Power Systems Operations, Planning, and Economics Committee.
Luiz has been a visiting researcher at the International Energy Agency (IEA) in France, working on the IEA’s Clean Energy Transitions Program, a new multi-year, EUR 30 million plan backed by 13 countries to support clean energy transitions around the world.
In 2020, he became an IEEE fellow for leadership in analytical methods for power system economics and regulation.
In 2010, Luiz received the IEEE PES Outstanding Young Engineer Award, which recognises professionals up to 35 years old for outstanding contributions to the leadership of technical activities in the IEEE PES and other technical societies. He also received the IEEE Fellowship for his analytical contributions to electricity markets and regulation.
He was elected one of the 100 most influential people in the Brazilian energy industry in 2018, 2020, and 2022 and, in 2021, was elected to be among the 100 most influential persons in the energy industry in the past decade.
